Construction starts on 10,432 Dharavi rehab homes at Matunga

Construction has started on the rehabilitation towers that will house Dharavi families on a 22-acre railway site in Matunga, central Mumbai. Pranav Adani, Director of Adani Enterprises Limited, performed the bhoomi poojan at the site on Monday, 12 October 2026, marking the start of building work for the in-situ rehabilitation scheme under the Dharavi Redevelopment Project.

The project is being executed by Adani Navbharat Developers Private Limited, which will deliver 10 towers with 10,432 rehabilitation apartments, each measuring 350 square feet, along with 1,379 commercial and industrial units. Dharavi is one of Asia's largest informal settlements and is home to more than one million residents, which gives the Matunga towers a central role in the rehousing effort.

Tower design, homes and shared spaces

Each of the 10 structures will rise between 37 and 39 floors. Every tower will have between ten and twelve passenger elevators, two fire lifts and two separate elevators serving the commercial zones. Eligible families will receive homes of 350 square feet under the in-situ scheme, so residents can stay within the neighbourhood they already know.

The layout includes community halls, kindergarten facilities, podium gardens, sit-out spaces, administrative offices and places of worship. The design, engineering and urban-planning work draws on several firms, including Sasaki of the United States, Buro Happold of the United Kingdom, Mumbai-based StudioPOD, architect Hafeez Contractor, P&T, ARC Studio and urban-planning experts from Singapore.

Allocation follows a priority order. Residents from Sectors 6 and 1 will be among the first to receive homes at Matunga, followed by nearly 4,500 apartments allocated on a priority basis to other eligible Dharavi residents. The Dharavi Experience Centre gave residents a first look at the planned homes and neighbourhoods before work began.

  • 10 towers, each 37 to 39 floors
  • 10,432 rehabilitation apartments of 350 sq ft
  • 1,379 commercial and industrial units
  • Community halls, kindergarten, podium gardens and places of worship
  • Maintenance managed for ten years after handover

Setting within the wider redevelopment

The Matunga towers are part of a wider plan for a mixed-use township with shops, schools, healthcare facilities, places of worship, parks, public transport and other social infrastructure. The redevelopment aims to keep essential services within a 15-minute walk of homes, which shapes how the Matunga site connects with the surrounding neighbourhood.

Executing company and group background

Adani Navbharat Developers Private Limited is a special purpose vehicle formed through a partnership between the Maharashtra government and the Adani Group. It was set up for the Dharavi Redevelopment Project, and Anil Sardana serves as its Chief Executive Officer. Adani Enterprises Limited, the group company named at the ceremony, is led in this project by Pranav Adani as Director.

The redevelopment was awarded after a 2022 tender in which Adani Properties was the highest bidder, with an offer of Rs 5,069 crore. Financial bids were opened on 29 November 2022. Mahendra Kalyankar, CEO of the Dharavi Redevelopment Project and Slum Rehabilitation Authority, called the start of construction an important step for the families of Dharavi. Aseem Kumar Gupta, Additional Chief Secretary of the Urban Development Department, Government of Maharashtra, attended as Guest of Honour.

What comes next

The towers will be handed over to the Dharavi Redevelopment Project and SRA in three phases. The first five structures are due by March 2029, two more by August 2029, and the remaining three by August 2030.

After each handover, Adani Navbharat Developers will maintain the buildings and shared infrastructure for ten years. The upkeep will be partly funded by reserving ten per cent of the commercial space for maintenance revenues. The homes are rehabilitation housing for eligible residents and are not offered for general sale, so the Matunga launch is primarily a milestone for Dharavi families awaiting their new homes.
